It is the main international airport in Belarus, located 42 km (26 mi) to the east of the capital Minsk and the codes are for IATAMSQ and ICAOUMMS.
Here are the passenger per capita for each airport / city.
FOR MINSK NATIONAL AIRPORT :
In 2016 the airport serviced a total of 3,429,112 passengers
Total population in Minsk is  9,481,521.
Passenger per capita : 3,429,112/  9,481,521
: 0.36
   FOR PULKOVO AIRPORT :
Total number of passenger is 13.300.000 and
Total populatıon in St. Petersburg is 4,848,742
Total Air Pax Per Capita : 4,848,742 / 13.300.000
